Official Response from MeitY Regarding Online Rummy and Similar Gambling Games

Reference: Communication by Shri Arun Ramchandra Pangarkar to the Hon’ble Prime Minister regarding regulation of online rummy and gambling-like games.


The Ministry of Electronics and Information Technology (MeitY) has received an email dated 9th August 2025 from the complainant, Shri Arun Ramchandra Pangarkar, regarding the above subject matter. The grievance pertains to the recommendation for formulating strict national-level regulations for online rummy and similar games.

Ministry’s Response:

1. The Government aims to ensure an Open, Safe, Trusted, and Accountable Internet for its users. In this regard, the Ministry welcomes any constructive suggestions that have the potential to benefit society.

2. The Promotion and Regulation of Online Gaming Act, 2025 (PROG Act, 2025), enacted on 22nd August 2025, prohibits online money games and related advertising/payment facilitation, while promoting e-sports, educational, and social games. The Act aims to ensure responsible growth of the online gaming sector, protect youth and vulnerable populations from financial, psychological, and social harms, and safeguard financial integrity, public order, and national security.

3. The Act criminalizes the supply, promotion, and facilitation of online money games, prescribing penalties irrespective of whether the game involves skill or chance. By establishing a national framework and a dedicated authority, it seeks to curb illicit practices while enabling innovation and consumer protection in the gaming ecosystem.

Note: The Act is yet to be enforced.
