Indian Law: Support or Obstruction? — The Struggle of Farmers in Nashik By Arun Ramchandra Pangarkar Founder – Shramik Kranti Mission “Voice of the Poor” In today’s time, a fundamental question arises — is the law meant to serve the people, or is it being used to obstruct their rightful work? The ongoing struggle of farmers in Pangri Budruk (Taluka Sinnar, District Nashik) has brought this issue into sharp focus. Due to the blockage of the access (wahiwat) road affecting agricultural lands (Gut No. 158, 159, 160), farmers are unable to harvest wheat and transport sugarcane. In the backdrop of unseasonal rains, this has created a serious risk of financial loss. ⚠️ Critical Situation: Two farmers have been hospitalized during the hunger strike due to deteriorating health. Ways to Ensure Fair Value for Every Work

Ways to Ensure Fair Value for Every Work

“Every job should get fair pay” is an ideal, but to achieve it we must define practical steps. Below are some stage-wise solutions:

✅ 1. Evaluation of Social Utility of Work

Study the usefulness of each work for society and the nation.

  • Example – Farmer grows food → directly fulfills essential need (high value).
  • Movie entertainment → supplementary to necessity (lower value).

👉 In this way, a social utility score of work can be defined.

✅ 2. Measuring Labor, Skill, and Risk

  • How much physical and mental effort the work requires.
  • Years of education/training needed for the work.
  • Level of risk involved (e.g., construction worker vs. office job).

👉 Based on this, payment grade levels can be set.

✅ 3. Minimum Wage for Livelihood

Considering inflation and basic needs (food, shelter, clothing, education, healthcare), minimum wages should be fixed.

No work should be paid below this standard.

✅ 4. Cap on Maximum Earnings

When an artist/corporate earns millions while a farmer struggles for minimum wage – this inequality must be reduced:

  • By imposing higher income tax and wealth tax.
  • Surplus income should be collected by government and redistributed to low-income groups.

✅ 5. Establishment of Independent “Work Value Commission”

  • Government should create a commission to ensure fair distribution of income.
  • The commission should study every profession and declare fair benchmarks for pay.
  • Similar to today’s “Minimum Wage Board,” a “Social Utility-Based Pay Board” can be developed.

✅ 6. Online/Digital Economy

  • All earnings should directly go into bank accounts → enabling government to study incomes.
  • Transparency → reduction in corruption.
  • This helps in balancing inequality by analyzing who earns more and who earns less.

🔑 Key Takeaway

If wages are fixed based on “social utility + labor-skill + basic livelihood needs,” then fair and just income distribution will become a reality.
